I used my SBI Net bank debit card in an ATM in the US a couple of weeks ago with no problems. The Shinsei cash card, which has the Plus logo, didn't work.

They are good at keeping up the English translations though.

Wow didn't saw that...
I'll be in a road trip with friends, I'll put a reminder to take cash and don't forget to put money on other banks...
The only thing that bother me closing my shinsei account is my EUR in there.
Do you know if I can do an EUR -> EUR transfer to another japanese bank like SMBC?

Well, you don't have to close your Shinsei account. You could always open another one with a different bank and use them for different purposes...

They offer international ATM cards only to their American customers. They say they have plans to offer the cards to customers outside the US in the future. I went in today to change my address. It took about half an hour, and during the process they tried to sell me their prepaid card, and a Credit Card, which they pictched as ways to keep the free ATM withdrawals that you used to get by default. They also tried to get me to install their mobile banking app, their mobile forex app, and add their Line account as a friend.
They do still seem to be making an effort to keep English availability, however. The address change process was done via an English form on an iPad (amongst all the waiting and being upsold other products).
