QUESTION: If they remove the time limit on both general/new NISA and tsumitate NISA then why have both systems. Is it just because tsumitate steers people towards regular investing and "safer" investment products? I would venture both that, and, since they are getting rid of Junior NISA, ...

Can you contribute to your spouse's NISA? Is there any rule that says contributions must come from earned income from the account holder? Forgive me if the question has been answered elsewhere. Just my wife and myself, we have consistently paid 1300 yen/month for water the past 2 years. We never use the bath, only shower, and haven't topped 10 m3 a month in years, which is apparently when we leave the 基本料金 zone.

I do administration at a private university.
I did teach at university as assistant prof for a while, but it didn't look like I was going to be able to break out of the 5-year contract cycle and I wanted the permanent contract stability.

You may want to make a quick correction. I should mention briefly that U.S. citizens do not have many suitable options for investing in Japan due to US tax laws and regulations. some questions on this-you can front load the tsumitate?(pay year amount in lump sum ahead of time?) out of interest what are you investing the taxable 100k in?? But you can go with a bonus payment. Set up the minimum payment of 100 yen per month for each security you want to invest in, then setup a bonus payment for the next month that equals 400k - (100 * #securities * #remaining months).
