I just signed a mortgage with Prestia a few weeks ago without having PR. (still waiting. Applied in Dec2023). The interest rate was not inflated (actually they made me a very good offer at 0,39%) but they would finance only 80%. The rest I had to pay with own funds.
So not having PR when getting a mortgage is not ideal. But I found the piece of land I wanted and didn’t want to pass on it just because Shinagawa immigration is sooooooo slow.
Hope that I’ll get my PR finally in March (15 months of waiting by then). Wish me luck.

And...an update to my own post, i just received word from my immigration lawyer/scrivener that my PR application was accepted and approved. So, it took about 18.5 months. I am not sure how long the next process takes once I send in my docs, current resident card, passport...before they give an official PR visa/card.
