It's annoying isn't it!
The last time I called up HMRC I was told that the direct debit may be canceled if there is any unassigned money sitting in your NI account, so it's probably a good idea to call up soon after making any back payments.

A few months for a first reply seems to be typical. (Keep in mind that it probably takes about a month between any action being taken by HMRC and a letter about it reaching you in Japan). We've moved a couple of times with Sakai and they seemed organized and professional both times. Expect to negotiate a bit on price. For example, you might be offered a lower price if you accept on the spot (especially if they know you are looking at other companies) or are more flexible with timing....
