I am about to lodge my Blue Return tax statement and I have found I have all the past year`s payment slips for various Pension, Health, Municipal Taxes but I am missing the National Tax slips.

I got formal statements of pension and health payments for 2019.

Before I lodge, is there a way to get receipt of the National Tax payments?

Probably a 納税証明書: https://www.nta.go.jp/taxes/nozei/nozei-shomei/01.htm

But I don't think you need to get that for your tax return, because you're submitting the return to the tax agency anyway.
