There are many ways to fund a securities account, buying mutual funds with a credit card is by far the slowest.
You are charged in the month of application, and the funds are bought in the following month. The lag can be anywhere from 4-6 weeks depending on when you apply, and the card withdrawal date selected.
Bank account sweeps can take 1-2 weeks depending on setting, and security account sweeps are basically instant.

Basically, the CC thing isn't going to work. If you want to fund NISA, do it through bank transfer considering its already December 16th.

The last date for Credit Card transactions this year was 12 November. If you want to use this year's allowance, use an alternative payment method.

The last credit card transaction was November 12...that means my credit payment will start from January 12 and first nisa buy is 14 February

Just use the growth NISA. I don't understand why you're focusing on Tsumitate. Make a spot purchase and use a bank deposit to add money to the growth portion.

How was the transaction on Nov 12 if you made the NISA on Dec 8?
