Pension Payments Responsibility

This narrative article on the Yahoo site explains what happens currently when your kids live with you and they don't pay their state pension requirements -

First two pages are a bit of waffle followed by the substance on page 3.

The key point is mentioned in one sentence: the head of the household (世帯主) has ultimate responsibility.

One contingency the article doesn't mention (is it written to scare people into following the rules?): If adult kids are going to be living in the same house, get them to register their own juminhyou as the head of their own household, at the same address, but financially independent. Not sure if this is viable, but seems to resolve the situation from the parents' perspective (legally, at least)?

How did he managed to pay into iDeco without covering nenkin?

Also, these articles seem like they are written by A.I, or is it just me?
