Hello,
I saw a rat walking around in the entrance of my apartment building this morning. Should I report this to the city office? I'm concerned about diseases, etc. There're restaurants, bars, and izakayas in and around my apartment, but it's the first time I've seen a rat in my apartment building.

I would suggest building manangement rather than city hall. Rats and cockroaches are everywhere though - just a fact of life.

Saw one near our house the other day. Little bastard.
Had Mrs Beanhead get some stuff from the drugstore to keep them away and we left it near the spot (not sure exactly what it was but I don't think it was poison).
Haven't seen him/her since, which is good.

I think the old saying “In London you’re never more than 6 feet away from a rat” rings true in all cities - even relatively clean Tokyo or Osaka.
Would just make sure your own screen doors and aircon vents are sealed properly and not worry otherwise. Fact of life imo.

I saw a rat around my house a few weeks back, first one in 8 years. I shooed it away.
There are also snakes about the place so I trust that they take of such matters! Have seen a snake eating a bird in a nearby park.
Then there are neighborhood cats that might help out here too?
