Dividends taxed for only part of the year - how declare?

In 2023, I had dividends that for the first time crossed the 200000 yen threshold. About half had tax withheld on the Japan side (post-Interactive Brokers to IBSJ migration.) Any advice on if I still need to do a kakutei-shinkoku just for dividends because the entire total was over 200000 yen (even though half have already been taxed and the remainder is under the limit) OR would just declaring the untaxed dividends (say 100000 yen) for municipal/resident's tax suffice (even though the taxed+untaxed total is over the limit?)
Note: I have no need to do a kakutei-shinkoku for anything other than dividends.
