Create SBI証券 account for a foreigner, possible ?

I already have a Shinsei/SBI bank account and would like to create an SBI証券 account for future NISA investment.
When applying, it is mentioned that only Japanese nationals can create an account.

国籍は日本です。（外国籍の方はSBI新生銀行からのお申し込みを受付できません）

Is it correct ?

I've done it. From the lines you quoted, seems the problem is with Shinsei. Do it direct with SBI Sec and should be no problem

SBI, like most brokers in Japan, requires foreigners to use a paper application.

Simply apply through SBI directly.
