Moving Specified account investments to new NISA account in 2024

I started a Tsumitate NISA in 2023 and have maximized my contributions (4k), fortunately.
I therefore also recently set up a Specified Account (特定口座 Tokutei kouza) where I am now investing additional funds.
My question is whether I will be able to roll over or move the investments from my Specified (Tokutei) account to my new NISA (2024~) seamlessly in 2024.
Since the investments in the Tokutei account are taxable under the current rules, perhaps moving them seamlessly to the new NISA will not be possible.
Perhaps the only way to move my current Tokutei investments to the New NISA would be to sell the Tokutei investments and then use the proceeds to purchase new investments in the New NISA in 2024?
