And also says allowing under 20 year olds to invest in tsumitate nisa. Thus, a replacement for the Junior NISA.

For those of us unfamiliar with Japanese script, could you give a quick description of what we’re looking at here
For me, this could be a Klingon bird of prey control panel. :)

Proposal of the removal of both the 5/20 year limit and the end date of the scheme, i.e. making it a permanent allowance available every year.
Proposal to increase the annual allowance (no further details given).
Proposal to extend Tsumitate NISA to under-20s.
Proposal to saqghom mupwI' betleH bey' ghem lupDujHom van Dub neb qaywI' loghqam van.

All we need is for them to add a couple of zeros onto the NISA allowance, then Japan will become like Singapore 8-)

Here’s hoping! Especially on the Increase on the maximum amount. Would love to put another 500,000 a month. Maybe spamming that survey that they put out paid off.

but they are saying tsumitate will increase to 60万 and general NISA(New NISA) increase to 240万.

Even if implemented in 2023 the earliest change would be from Jan 2024.
They highlight that previous proposals can get modified before being finalised.
And that December this year is when we should expect something more concrete.

QUESTION:
If they remove the time limit on both general/new NISA and tsumitate NISA then why have both systems.

Is it just because tsumitate steers people towards regular investing and "safer" investment products?

I would venture both that, and, since they are getting rid of Junior NISA, and you have to be 18+ to open a regular NISA account but not so for a tsumitate NISA account under the new proposed system, that the new tsumitate is to function partly as the replacement for Junior NISA.
