Library for english books

Hello,
Does anyone use or know of any library membership in Tokyo with which its possible to borrow various english books (mainly investment related) ?
For instance, i often listen to many google podcasts like "Planet Money and "The Investors Podcast", where in they mention some interesting books. Instead of buying books, just wanted to know if i can borrow them from some good updated library from time to time.
