With the US hiking up the rates in 2022, is it better to wait?

I'm a new investor that just had my TNISA set up last month.

I'm sitting on some cash, about $100k worth of Yennies and I was planning to go 50% on some ETFs and indexes.

But with the news about US increasing the rates multiple times within this year, is it safe to do so?

Should I be waiting, assuming with the higher rates, stock prices going down?

30 years later this will make no difference at all :D

If you are just getting started, set up your regular payments into TNISA and see how things go. There is no rush.

If you want to invest your lump sum immediately, that is fine too.

The most important thing is to make saving/investing into a regular/sustainable long-term habit.

Is that ¥100,000 or $100,000 ?

If the former it doesn't matter much. If the latter, then perhaps take it slowly. It is very hard to know when potential rate rises affect the market, and when those rises will actually be priced in.
