There is nothing new here I suppose. If you are in are not a full-time employee you definitely need to consider contributing as much as you can to iDeco and Nisa.
The author seems to recommend not relying on pension in old age, which sounds like a decent approach.
Those low-income workers with part-time jobs working full-time hours are in a really tough position. There seems to be little help or support for them.

I guess they end up on 生活保護, which may or may not be available to foreign residents.

The answer is no. There's some allowances for permanent residents or special activities visas but strictly, the Japanese government isn't compelled to support foreigners by law.他方で、外国人の同僚の方については、日本人の場合と異なり、実務上は生存権が十分に保障されるには至っていないことから、生活保護を申請する権利が認められていません。たとえ申請しても、日本国民でないことを理由に却下される恐れがあります。
