International Small Cap Value Funds

If one was looking to include small-cap value funds in their portfolio, what would be the best approach?
With Rakuten I can only find a few funds that would work.
バンガード・FTSE・オールワールド(除く米国)スモールキャップETF
(VA ALLWORLD X-US (VSS) NYSE Arca)
バンガード・S&Pスモールキャップ600バリューETF
(VA SP S-CAP600 V (VIOV) NYSE Arca)
Does anyone have a recommendation for any domestic ETFs or Mutual Funds?

Small cap value has unfortunately been underperforming for some time but I have also tried to overweight my portfolio in small cap and value with only mixed success.
International small cap value
Very hard to find "international" and "small" and "value" in one fund. Almost everything you will read about is from a US perspective so "international" will mean the fund has non-US stocks. I would like to own DFA's "DISVX" international small cap value but it is only sold through advisors and as a mutual fund is likely out of reach for most of us here in Japan. VSS is not a value fund per se but is one of the better international (non-US) small cap funds out there. SCHC is a Schwab international (non-US) small cap fund similar to VSS. I own both VSS and SCHC
US small cap value
Vanguard's VBR small cap (US) value fund has a good reputation as does IJS for holding small cap, value stocks. Unfortunately that hasn't made for great performance recently since both small cap and value have underperformed for years now. I own both of these funds. SLYV is another US small cap value option but I have no direct experience with it.

Thoughts on VBR vs VIOV?
VBR only has 1/2 billion in holdings, and the fund autoredirects on the Vanguard page. I am afraid it may get shut down.

Thoughts on VBR vs VIOV?
VBR only has 1/2 billion in holdings, and the fund autoredirects on the Vanguard page. I am afraid it may get shut down.
I may have misunderstood the information I could find but my understanding is that VBR is much the larger fund. See for instance this comparison:

I enjoy listening to the podcast "Trillions" which is about ETF's and my understanding from the discussions there is that an ETF with a half billion in assets is actually pretty big and unlikely to close.

Ooopps I transposed those funds. VIOV has smaller holdings.

For some of its details/results, flipping which fund is listed first is not just a mirror image, so that's sometimes worth a try.
And of course, no claims about how accurate this tool is.
