Just a few updates.
I contacted my local office in the UK., and I got the address not from email. but from UK website itself.

I just received a reply, and they said it is "genuine".

That email is terrible and demonstrates a severe lack of online safety awareness. Asking people to provide their financial and personal details by clicking a link in an unsolicited email...

I have to Agree. I think what made this dodgy was the cash offering. Anyway i contacted my local election office and the electoral commission. and they all said it was legit.
So here is their reply.
I have checked with the (local) Electoral Registration Office, and this is indeed a legitimate email sent on behalf of the Ministry of Housing, Communities and Local Government (MHCLG), who are running the trial.

It is, of course, entirely up to you whether you want to take part in the trial or not, but you can be assured that this particular email is not a scam. If you have any further questions about the trial you should contact the MHCLG directly via the email address they provided:
