The link Beanhead posted above is from the Low Income Tax Reform Group (catchy name, eh?), and they suggest that maintaining the status quo for the like of us is an interim measure. That is supported by a footnote quoting the Autumn statement itself:

3.11.
Autumn Statement 2023, paragraph 3.11: “The government will set out next steps on Class 2 reform next year.”

The Tories will likely be nowhere near government next (well, this) year, but we don't know if Labour will be minded to do anything more. Might have enough on their plate tbf.

I wouldn't count my chickens yet, given how this Labour government are cancelling things like the winter fuel allowance....
