I'm in no rush. After 20+ years of multiple international flights per year I'm really enjoying staying put. I may even try domestic tourism next year! As for the UK. It's just my mum now and she's ready to visit as soon as it's allowed. And she was quarantining with us for two weeks at a time long before covid!
I normally take two trips abroad, but since Feb 2020 I have traveled domestically. Kyushu, Kinki, Gifu, Nagano, Tokyo, Hokkaido, etc..about 7-8 weeks total. Not bored yet. Anywhere I go I find there is yet more to see.

Tohoku and Okinawa are high on the list for summer.

Okinawa is nice; so much to see and do.
Tohoku, depends where you go. Aomori is best avoided; boring, grey, typical Japanese town.

1.are permanent residents of japan allow to come back without any issues?
2,is it correct that depending on the state you go in the usa will have to stay at a designated quarantine facility for 3 days and then 14days at home??

It seems so risky right now. The government response is completely unpredictable.

There is a "return to Japan" Facebook group which has a lot of information on this:

I stupidly waited until the last minute so had to take the test at Narita. I didn't make a reservation -- BIG MISTAKE!! Even though the web site advertises no reservation required, the fine print states that it will cost an additional 20,000 yen. So total 50,000 yen for a piece of paper that my 10 year old nephew could have created in MS Word.

To make matters even more Kafkaesque, the only person who actually looked at it was the airline ticket lady at check-in and it was more of a furtive glance than a look. When I arrived in the US, immigration never once asked to see my 50,000 yen MS Word document and the agent just checked my passport, handed it back, and said "Welcome home... NEXT!"
