My LINE account is actually connected to my email address, and not to my phone number.
I have used the same LINE account in at least 7 other countries (4 with the local SIM cards of those countries).

Probably. It might be troublesome for socially active people or people who use LINE as networking purposes for their business.

It could have some merits. Like I won't be subjected to unwanted connection requests.
And only people who I want to add as friends get added. (through QR codes or contact sharing from other friends)

There could also be an option to add both your email address and phone number. (I don't have much knowledge about this)
