Rakuten Pay, Cash and the likes - can someone explain?

Essentially, I have purchase restrictions, my order didn't go through, and they won't tell me why. I now have all that money wrapped into R Cash for no reason, and essentially can't use it because of some absurd restriction on my account. I've literally never missed a payment so I can't tell why this would happen.

I don't use these Pay systems, but I have run into purchase limits with credit cards, especially in Japan where they tend to be fairly low on some cards. Calling can get limits bumped up.
