Children below 3yo can usually be booked as lap infants on JAL and ANA domestic flights (potentially other carriers too?) with no fee whatsoever. Compare to international flights when the cut-off is 2, and lap infants will still attract a small fee.

Covid prevented me from taking a 2-year-362-day-old ‘infant’ for free in 2021. However, I was able to take 3 ‘infants’ (aged 3, 2 and 0) on an international ferry in Europe for free in 2022. And next month I’ll take a 2yr7mo ‘infant’ on a domestic flight for free.
