Yes, another bait and switch. Worse because you have to spend ¥5M on the card to get the max points on SBI now, but the bonus points stop at ¥4M. I did OK with it this year, though
I'm wondering if downgrading will make me ineligible for the bonus points withheld until renewal, though...
Anyway, I think the real answer to the OP's question is: no. But I'd like to hear otherwise.

Paypay is famous for the crazy cashback campaign they did years ago to gain market share. They're basically shouting from the rooftops that any promo they do will be a bait and switch.

Pay ¥20,000, get ¥25,000.
Too bad it is only once a year

PayPay has done this for multiple different wards in Tokyo and elsewhere over the last 3 years. {campaigns to drive local spending}
Even my ward has an online/paper shopping campaign, that you can buy at a discount and use at applicable businesses. It also has a fun lottery component where you "win" more discount.
Since you can spend the coupons on sundries, we always do it and have been quite lucky.
