if all country and similar are not allowed in the tsumitate portion of the nisa-what do people advise investing in?

Spot on. That's what I do too. You can buy All Country in Tsumitate. It's a mutual fund, so no problem. Only ETFs can't be bought in the Tsumitate portion.
