That's the "Dependent" status of residence. Probably better to avoid calling it a spousal visa, because that's easily confused with one of the "Spouse" statues of residence. They are in separate categories. See the tables at the end of the immigration act. The statuses in the last table (includes spouse, but not dependent) do not have working restrictions (and are subject to the exit tax).

It's possible to get other statuses (Diplomat and Official) by being a spouse too. But there are only two that are actually called Spouse.

To be completely exhaustive, they are actually called "Spouse or child" (配偶者等 in Japanese) of a Japanese national / permanent resident.
