Just to confirm: you can use cash from your bank account or broker account to buy investments, you certainly don't need to use a credit card.

Getting the SBI credit card is probably the simplest option, I think. I believe they do something similar to Monex.
I mean, I guess it is but as has been mentioned here, you don't need a card, credit or debit, to use Rakuten Securities (or SBI or Monex). You just need a bank account to transfer money from.

The Monex card is issued only to existing Monex Sec members. It is also issued by a smaller card company, and auto-rejects those with middle names.

There is a way to request a paper form, but most foreigners seem to have quite a lot of issues getting it vs Rakuten or SMBC cards.
I have Monex and Rakuten. Prefer Rakuten myself too. But they are devaluing their points when their card is used to invest, so the benefits of the whole Rakuten ecosystem will be reduced a bit (from November, I think?)
