So, can one file a kakutei-shinkoku just for local/resident tax?

Sorry for the dumb question. I have an appointment at my local national tax office tomorrow to take care of/ask about declaring my dividends for the first time. Since the divdends are under the ¥200000 that requires reporting for national tax, (is that the case, even if no tax was withheld at source?) are you saying I wouldn't even need to go to the national tax office, just the kuyakusho?
