If you are a permanent resident you do not need a re-entry permit.

if you are going to be out of the country over a yr ,you have to get permission though-valid for 5 yrs -5000yen maybe

For business travel. Yes. OK for Japan residents leaving for business then returning.
However. It is, at least currently, incredibly onerous. After the strict 3 day quarantine, there needs to be a daily schedule showing all movements and someone needs to sign that it will be followed. How you'll move around, (I think no public transport), where you will eat at, etc.

To count as business travel it seems your company will need to file paperwork showing purpose of trip, itineraries, what you are doing, etc. and have it approved by the government.

I am currently on a business trip to the US and the new business trip procedure which limits the quarantine to 3 days is too impractical to use. It's incredibly poorly designed.

For those who have returned to the UK you could not have asked for a greater contrast- Although the documents (PCR tests result and vaccine certificate) are checked Japanese side before you fly back. They are not looked at afterwards. You really do fly through Terminal 2 at Heathrow especially with the immigration E-gates. Then again I do think restricting access to tourists and having a pretty stringent re-entry process with testing and quarantine has kept a cap on Corona case numbers in Japan.

For Hokkaido residents, the Finnair Helsinki-New Chitose flights are scheduled to restart on April 27th, which could be a gamechanger if the domestic travel restrictions are still in place.

Could you expand on the restricting access to tourists - I assume you meant Japan restricting and not the UK? I booked a flight for me and my partner (not married, JP citizen) to go to the UK and hoping she won't be stopped on the way in!
