Ah yes, the 3-month rule. And in my country's case, there's a 6-month residency rule to take a test in my country. Depending on the country/state, it might have to be a long trip home; I think many authorities have residency requirements to be eligible to take the test, presumably to prevent ‘test tourism’ whereby people travel cross-border to take a test with lower fees/standards.
I looked into encouraging my teenage son to get his since he was in the US for a year, but under 18 requires quite a bit of time (perhaps a year of provisional). Not to mention he'd need driver's ed and have to pass the test before the clock started.
