eMaxis Slim All Country would be the safest bet. Emerging markets and Japan have outperformed recently...but next year? Who knows.
Long term, last year performance doesn't matter so much. For long term retirement planning and all, the ETF that includes emerging markets will be more diversified overall, and diversification is good.
