This wasn't available as an option on the application form when I created my iDeCo account earlier this year. I would love to swich to yearly to save on the ¥103 fee on each transfer, but the paperwork for the change is probably crazy...

年払いでは、年に1回だけ払うということではなく、掛金の拠出を「年単位」で考えて決められる仕組みです。毎年12月から翌年11月までを1つの単位(拠出単位期間)として、加入者がどの月にいくら拠出できるか事前に決めます(なお掛金の引き落としは翌月26日なので、納付月では「1月から12月まで」という単位になります)。
たとえば毎月1万円拠出し、ボーナスが出る6月と12月だけ拠出額を増やすといったことを事前に決めて申し込むことができます(引き落としは拠出月の翌月なので、拠出月を5月と11月にする必要があります)。この場合、年払いですが拠出(引き落とし)は12回となります。
