Continuing NISA contributions from abroad
I couldn`t really find information about this on the past few pages of this forum. I was wondering if anyone had information on continuing NISA payments (tsumitate) after moving back overseas. If I maintain my bank account in Japan is there any restrictions on continuing to contribute to my Tsumitate NISA account through my Japanese bank account?

I believe NISA is just for residents of Japan. There is a new rule that people who are sent overseas for temporary work placements can keep their account, but I am not sure of the details. If you leave Japan you may have to close your NISA account.

It seems that basically, no. When you move abroad, you need to submit a "leaving Japan notification" (出国届出書) and the account will be closed and the assets moved to a taxable account.
There is one exception, which is when your employer orders you to go abroad (or other "exceptional circumstances" of the same level - the exceptional circumstances are not explained). In that case you can submit a form asking for them to keep the account running for 5 years, but you can't make new contributions. When you move back, you submit another form to tell them you're back and ask them to allow you to resume contributions. It looks like this is not an option if you voluntarily choose to move abroad.
Either way, you can't add new contributions if you live abroad, and you probably need to close the account.

NISA口座開設者が出国により非居住者となる場合には、出国前に金融機関等に対して「出国届出書」の提出が必要である。この場合にはNISA口座が廃止され、NISA口座内の上場株式等は課税口座に移管される。
このため、金融機関等は、NISA口座開設者が出国する場合には出国時の手続についてあらかじめ説明を行う必要がある。
また、2019年4月以後、給与等の支払いをする者からの転任の命令その他これに準ずるやむを得ない事由に基因して一時的に出国する場合には、出国前に金融機関等に対して「継続適用届出書」を提出することにより、NISA口座内で上場株式等を継続保有することが可能となり、「継続適用届出書」の提出をした日から起算して五年を経過する日の属する年の12月31日まで上場株式等の配当等が非課税となる特例措置が講じられた。
このため、本特例措置への対応を行う金融機関等は、本特例措置の適用を受けようとする者に対して、以下の①から③の事項について、出国前に説明を行う必要がある。
① 出国期間中には、NISA口座において買付け(分配金による再投資を含む。)ができないこと。
② 帰国後に、金融機関等に対して「帰国届出書」の提出が必要であること。また、出国してから5年を経過する日の属する年の12月31日までに金融機関等に対して「帰国届出書」の提出がなかった場合には、同日において非課税口座廃止届出書の提出をしたものとみなされることとなり、NISA口座が廃止され、NISA口座内の上場株式等は課税口座に移管されること。
③ 出国にあたって、国外転出をする場合の譲渡所得等の特例(所法第60条の2第1項)の対象となる者については、本特例措置の適用を受けることができないこと。
