We are renovating our apartment before moving in. It pays to shop around. The reform company associated with the real estate agent was going to initially charge us 12,000,000 yen for the changes we wanted. The same changes cost 4,300,000 with the independent contractor. And we managed to get the price down even more by deciding we actually didn't need to get all the walls re -papered and floors completely re done. So shop around.

For sure. With the caveat that it helps to know exactly what you want (in terms of spec, models, etc) so you can compare like for like.
