Hello. I am trying to change my Japanese address with Barclays Bank, UK; in order to reclaim my money that is being held after closing all overseas accounts :-/
After a number of frustrating calls I am informed that I need to send a copy of an ID with my home address and that it "be certified".
What does "certified" mean?
How do I get an ID "certified" and what ID can I use? I have a Resident card and a Driver's license but of course my address is in Japanese.
I have sent 5 letters with copies of mail addressed to me in both Japanese and Romaji. .. but I seem to be going around in circles. The employees obviously have a SOP (Standard Operating Procedure) and have no idea what to do beyond that. It's not their fault I suppose.
For many years my Barclays statement were sent to my university address for convenience as I was renting accommodation but I have since retired from that university.
Has anyone here had a similar experience with Barclays in attempting to change your home/correspondence address?
Any advice appreciated.

A friend had exactly the same issue with Barclays. She used AP Advisers in Tokyo to help with the documents. Can’t remember how much she paid for the documents but they knew what they were doing and she could sort her issue out pretty quickly.

It means someone officially certifies that you live at the address you say you do. Like a notorised document, but normal notaries in Japan can’t do this document. They can only certify/notorise that you are the person on your ID.

Well, I'll either be locked up or my money will be returned to me by Barclays. Let's see. The merry-go-round I am receiving from Barclays will probably lead to the former

What I'm interested in is *who* can certify. i.e. can anyone do it? Your friend? A registered company? An accredited company? etc.
