At last, the 税制改正 outline was announced today, and it contained the new figures for ideco contributions that I’ve been talking about. Great news.
Haven’t yet seen information regarding the date of implementation.

Regarding dependent spouses, this is purely a personal guess, but they might have been left out because the government wants them to go out and work given labor shortages…so a kind of negative encouragement.
With regard to kyosai, I would need to look up this word. Maybe connected with civil servants and their pension?
