It depends on what card you are using and what funds you are buying. Basically, you can get 1% points back if you use a Rakuten Premium card to invest 100000 per month (less for gold or standard) and 0.5% for Rakuten Cash. Also, if you buy designated Rakuten Funds you can get additional point rewards. Investing via Rakuten Securities also gives point up rewards on the Ichiba but I am not sure of the details.
I am using Premium card and buy Emaxis all-country.
If I am getting 1% point back, it means I am getting a definite return of 1% already at the time of investment. (until Rakuten gods decide to change it)

I would not go with a Gold card or premium card just for this benefit. Both cards offer few incentives over other cards on the market.

The SMBC Gold card (used with SBI) offers similar benefits to Rakuten premium and only costs 5000 yen a year, with a free family card, and it becomes free after 1 million in spending. {Plus it has a crazy 7% bonus points at most konbinis}.

That being said, I use the Rakuten free card as that is where my NISA is. If I had extra funds, I would do Tsumitate through SBI with the other card, instead of an extra 5 man with Rakuten cash.

{168,000 with iDeco and NISA has been a stretch for me}
