Any advice for the Nenkin exempt people?

My wife and I have been exempted from paying Nenkin. We are enrolled in the program but because of my many dependents and lower income we both have been exempted from paying in. With the little money we are saving for our retirement should we invest it in NISA or partially pay into the Nenkin program.

I don't know the answer, but I think it would be found by: calculate how much paying back would affect the pension, and determine if it's worth it considering the other things they could use the money for. You also need to consider when to repay, as the repayments are adjusted if made more than 3 years later.
