I expect they will be separate. You'll be able to set up tsumitate orders for the growth portion, but they will be different to tsumitate orders for the tsumitate portion.

The website is not clear (at all - typical Rakuten) but my guess is that when you designate the purchase procedure for new NISA you will get the option of purchasing for your tsumitate allowance (which must actually be purchased in monthly installments (tsumitate)) or the growth allowance (which can be done via spot purchases or monthly installment purchases (the same as current regular NISA)). So the simplest way to do it if you plan to use your entire allowance will be to immediately set up a 100,000 per month tsumitate and spot buy 2,4000,000 for the growth purchase. Curious to see how it all works in practice.
