I started a Tsumitate NISA in 2023 and have maximized my contributions (4k), fortunately.
I therefore also recently set up a Specified Account (特定口座 Tokutei kouza) where I am now investing additional funds.
My question is whether I will be able to roll over or move the investments from my Specified (Tokutei) account to my new NISA (2024~) seamlessly in 2024.
Since the investments in the Tokutei account are taxable under the current rules, perhaps moving them seamlessly to the new NISA will not be possible.
Perhaps the only way to move my current Tokutei investments to the New NISA would be to sell the Tokutei investments and then use the proceeds to purchase new investments in the New NISA in 2024?
Any information or advice would be much appreciated.

Yes, you will need to sell any investments in order to invest the funds in the New NISA account.

Most tax-efficient strategy seems to be:
If you can fill the 3.6M JPY each year with new investments, do that and leave your tokutei until later.
If you can't, sell what is in the tokutei and re-buy in NISA in 2024.
Based on the objective of filling the 18M total size of the new/eternal NISA as soon as possible.
1.2M of the 3.6M will still need to be in this tsumitate allocation. So 100,000 a month there.
