I was wondering if PMAC is cheaper and/or better than Kokumin Nenkin and if it is cheaper, by how much. I guess it depends on many factors but generally what is true?

If you are talking about staying on your (former) employer's health insurance after finishing work, generally speaking the first year will be cheaper staying on, and the second year (assuming your income falls) will be cheaper on kokumin kenko hoken. That is what I ended up doing.

Otherwise the question doesn't make sense as you don't get to choose: which insurance you are enrolled in depends on your employment contract.
