I am now on my employer's (a university) medical insurance. I use the yellow card when I go to the doctor. I am leaving Japan and won't be employed at the university. However I have an eijuken and will be back in a year or two. Will I have trouble joining the kokumin hoken plan?How will they calculate my fee? My wife will switch to kokumin hoken now and pay continuously. Thanks!

No, you will not have any problem joining the Kokumin Kenkou Hoken when you return. In fact, it will be mandatory.

Kokumin Kenkou Hoken premiums are calculated on a Household Basis on the Household Income of the previous year and the number of insured parties in the household, to a maximum limit.

For the first year out of employment, you would expect to pay about the same for Kokumin Kenkou Hokenas you paid in the last year of employment. In fact, your Health Insurer may allow you to continue coverage with them at the same rate for two years after leaving employment, which may be cheaper than Kokumin Kenkou Hoken for the first year, which would be based on the last year's employment income, and more expensive than Kokumin Kenkou Hoken for the second year, which would be based on the lower income after leaving employment, but they may not if you are going to be out of the country...

In order to receive the unemployment payment, you have to be able to visit your local Hello Work Office and be actively seeking work.
You have to have made a minimum number of payments to qualify for support, and the total amount and duration of support will depend on your age and the number of payments you have made based on how long your were employed.

If you quit of your own accord, you have to wait 3 months before you are entitled to apply at Hello Work.
If you are made redundant due to your employer's situation, you are entitled to apply immediately at Hello Work.

You have to attend Hello Work and demonstrate your activities to find work in order to qualify for support.

There is an initial 7-day waiting period. If you left of your own accord, you have to wait a further 90 days.
You have to attend for the first time to register.
You have to attend an Employment insurance seminar on the process sometime in the next 21 days.
Then you have to attend 21 days after your first visit, and then every 28 days for the duration of your cover.

If you go there once before you leave, and you have a good reason for being out of the country, you may be able to defer support, but you would have to check with them.
