My daughters is graduating from high school in March.
I wonder when she can start Tsumitate NISA.
She is 18 going on 19.
Does it go by age (18) or when they graduate from High school?

No. There will be no tax-free account for minors. The FSA tried for it, but were shot down by lawmakers.
This is the last year. I strongly suggest opening it.

From Jan 1st this year, 18 year-olds can open their own securities accounts, and also open NISA accounts:

Aiming to retire at 60 and live for a while longer. 95% index funds (eMaxis Slim etc), 5% Japanese dividend stocks.
