FWIW I don't recall having trouble. However you definitely need a backup payment method. There's periodic outages in the early hours on some weekends.

Be careful to cancel your Rakuten Card payment early. Otherwise, it powers through even after cancelation. (This is probably in the fine-text somewhere).

I am not sure, but wasn't it something like 0.5% from Rakuten Cash and another 0.5% for charging your Rakuten cash with your Rakuten credit card, which would then make a grand total of 1%?
I might be wrong though.

I think you are right!

The classic credit card payment shows 499 points, so this must have been the last or second to last month of Rakuten Card 1%.

I suppose the cash promo does not start until the card promo ends.

It seems that the payment bounced as Rakuten`s system showed a 0 point balance. (I pay 49,999 cash+1 point).

Hopefully, this goes through smoothly the second time.

The cash promo has started. The 0.5% points coming at the end of September will be for August's purchase, i.e. the Cash withdrawal made in July. Rakuten are just doing their thing of delaying payment of the points for a short while.

Everything went through correctly wrt to the investment in August. This was just an error about the points part of the payment not showing up on the account transactions page when it should have.

More shenanigans.

I opened up Rakuten Pay today to charge ¥50,000 (250 points ) in preparation for the ¥49,999 to be taken out by Rakuten Securities, to be told that I had reached the daily charge limit. Re-tried a few times over an hour to no luck. Just in case I also tried 49,999, which also didn't work.

I have not charged any money today or this month, and my Cash balance is 0.
There was a link to the docs explaining the limits, which doesn't mention a daily charge limit, although there is per-charge limit of 100k, which is more than enough. It also says that sometimes it can fail so "please wait a while and try again later"...

Next I signed in to Rakuten Securities and re-enabled the auto-charge ("keep") service.
50 minutes later, the automatic charge went though.
Then I turned off the auto-charge again.

What a mess
