It looks Like the Japanese Bogleheads forum was just established.

This man popularized index funds, and headed the Vanguard group which brought low-cost index fund investing to the masses.
Those that followed his investing style started on the old Morningstar forum, then moved to their own Php board. They are incredibly active still, much more than this forum.

Japanese language speakers have no such home, so a few bloggers decided to create a home for Japanese Boglehead/passive investors.

Also, this forum is very much a niche.
The non-USA part of the bogleheads forum is pretty dead, actually. Maybe 90% (?) of the content is US-focused.
Aiming to retire at 60 and live for a while longer. 95% index funds (eMaxis Slim etc), 5% Japanese dividend stocks.

Famously Bogle believed VTI/VOO were enough, and like Buffett did not recommend internationals. But, at least Bogle was open to challenges on this front
