USA Custom Duties

Hi all, my friend asked me if I could send him some GPUS (Graphics Cards) from Japan to him in USA. But we don't know how can I send (cheapest way) and if he will be taxed on the GPUS. Does anyone know if there is a maximum price limit tax free, and how much is the tax percent if applied.

They are used GPUS for the record.

I sent a t-shirt to a friend in California recently, it got there in less than 5 days.

I do not know much about custom duties in the USA though...

Last summer my EMS to Ohio took 3 weeks...

EMS become a mess since the start of the pandemic... it is somehow recovering and partially resuming.

I guess it is better to ask the post office what is the current status for shipments toward the destination's State.
