I feel that this further shows for people who want to remain in Japan forever that residency isn't enough and we need to consider citizenship.

I decided long ago I would not travel until there was no testing in place at any part of the journey(for the vaccinated). Seems like every month I have a friend or relative in the UK testing positive despite being vaccinated. I'd just be too worried about getting a positive test before returning.
Even if Japan eventually withdraws the test to return requirement, I can see it, and other measures, being activated each time a variant is discovered. They might have U-turned on the no new flights but they still stopped residents returning from 10 countries. (I'm not actually in disagreement with their goals but the implementation leaves a bit to be desired.)
So aside from not traveling personally, I’m refusing to take business trips whilst there is risk I’d become stranded away from my family for an extended period. Stuck in a hotel with just a mini-bar and and an expense account. And probably an infinity pool. And a buffet breakfast with an omelette station! My only non-work interactions being an occasional in-room masseuse and the turn down service. Entire weekends cast adrift to roam some exotic capital for food and entertainment.
No more for me, listening to the daily ebb and flow of my loving wife and almost adult children shouting entire conversations to each other from opposite sides of the house. No more, wading through every single one of their 26 winter coats strewn across the living room as they “couldn’t decide which to wear and might wear a different one tomorrow”.

I'm not going to travel internationally until there are no quarantine/restrictions on either end. But my main issues with Japan are legal/bureaucratic ones. Being a citizen would take care of almost all of them. I don't know of any instances where a naturalised Japanese national has been treated differently on the basis of their race/original background by the Japanese government.
Treating foreigners differently as a matter of policy is a result of their legal status, and naturalising solves that.

I'm in no rush. After 20+ years of multiple international flights per year I'm really enjoying staying put. I may even try domestic tourism next year! As for the UK. It's just my mum now and she's ready to visit as soon as it's allowed.
