Avoid PayPal's Exorbitant Currency Exchange Rate

I receive some Paypal payments in USD. I used to be able to transfer USD to an FX payment provider in USD for a keener exchange rate until Paypal put an end to it. Presently Paypal is doing the exchange into Yen when I withdraw the funds into a Japanese bank. Does anyone have the same issue and know a way around this?

So as to stay in dollars, move the funds to/thru a US acct instead of to here?

I have two Paypal accounts, one ¥ and one $.

Speaking of which, I just got a use by 12/31 $10 offer from Paypal which looked like a scam, but turns out to be legit. Guess I should buy someone a present stateside.
