I found this entry in my Rakuten points app:

Stating I received the 5000 points. It took quite a while, seems the payout was at the end of September for the usage in July.

I appreciate the feedback everyone. It seems I signed up correctly with my Rakuten credit card 9 weeks ago.

I suppose I'll keep waiting...

Tried to get a late night juminhyo at the conbini, but no luck. Operating hours 6:30-23:00.
