So if my company had 5 full time employees, then the boss would have to do shakai hoken/kosei nenkin?

Technically I believe so. But enforcement is weak and there are loopholes, which is why Interac and similar companies get away with it.

Ah, got it. I couldn't find an official government source but this site explains it:

All forms of corporation except sole proprietorships are required to join, it seems.

Also, the law has been changed so that part-time workers at larger firms have to be covered by shakai hoken in the future as well.
