I opened a Monex account in addition to my Rakuten account to use for taxable investments.
However, the delivery dates for mutual funds seem very slow. It seems to be calculated at 10 business days?

Yep, putting an order that's received on 28 April and "delivered" on 11 May works out at 5 working days, including 4 public holidays and two weekends.

I'm not sure how to look up what a fund's 受渡日 timing is without starting the order process though.

Unnecessary information, but historically speaking, these extended holidays like Golden Week and Obon are the only opportunities that Banks have to stop their systems, so traditionally these are the periods when big system renewals/updates are done.
(in particular for dedicated systems which are not on cloud, etc., which is still the case for most banks in Japan)
For this reason, many IT service providers actually do work on the holidays and take the days off some other time.
Source: I work on a big IT company who provides systems for many of the banks (but I'm not on development though, so I myself will enjoy the GW )

Perhaps if the TSE had more holidays their IT department could have prevented last year's fiasco!

Because the team that prints out all those requests and puts them on a desk to be approved needs a rest! The manager also has to hanko all those pieces of paper. Tough work, so let's give them a break.
Aiming to retire at 60 and live for a while longer. 95% index funds (eMaxis Slim etc), 5% Japanese dividend stocks.

I would like to note that the transaction showed as completed on Saturday!
It would seem 受渡日 for Monex means last possible date of delivery.
There is a very high chance it will be delivered BEFORE that date.
Note: Generally happy with Monex, better UI than Rakuten.
